I downloaded from this sight (awhile back) into Win500 and loaded my Pro197 with the data. All I seem to get is 154.16000 will give me a sound like a control channel every once in a while. I was wondering if I inadvertently messed up channel setting like CTCSS vs auto? Squelch settings? I don't know whats going on but I could use some help with setting both these agencies with my Win500 software. Like the above mentioned settings, if they require tweaking (perhaps based on location to tower) or not.

Georgetown Fire & Scott County Fire are on Nexedge (NXDN). Your scanner is not able to decode NXDN. Also soon all county agencies will be migrating to the new APCO Phase 2 system and will be using encryption full time.

Are they gonna get better coverage with the APCO? I thought thats why they were still on VHF.

Yes it is going to be a 6 site simulcast system similar to Lexington. I have spoken will officials and they believe encryption is the most secure format for safety. All county and city agencies will be on the system including Georgetown/Scott County Emergency Management / Office of Homeland Security, Georgetown Police, Scott County Sheriffs Office, Georgetown & Scott County Fire, Georgetown-Scott County EMS, Scott County Road Department, Georgetown Public Works, and the Scott County Corners Office. Public Works and Event channels will be unencrypted but everything else will be encrypted. The first 5 sites should be up within the month of January of this year. Emergency Management will more than likely be the first on the system, not sure how long this migration period will be but they are still waiting on official licensing from the FCC before they go "Live". Most VHF conventional will stay as back up and online till they move completely over, Public Works will be the last to mover over and the most i hear of public works is garbage trucks which is actually interesting to listen to.

It is my understanding the Fire would continue on the NXDN system for sometime due to coverage issue, which ironically is why they had a seperate system previously that this system was sold to fix to the city council.

EDIT, I just heard fire, it is still on the previous NXDN system and transmitting.

So much for transparency... Ironically, I spoke with an officer a few hours ago that said the new system is less then impressive thus far, coverage seems to be less then that of the previous. I guess we can always throw a few more million at it!

Yes also the notes for coverage issues on the TRS is irrelevant now because that was originally for the EDACS TRS

Well the sixth site isn't up yet which should take coverage to about 98%

So if I'm on a budget what scanner should I buy I have no clue what I'm doing
A Uniden BCD325P2 or a Uniden BCD436HP might do the job on a budget. A Uniden BCD996P2 would also to the job, SDR Trunk might be an option as well if your on a budget.

Mainly you would have to deal with simulcast issues. The Lancaster tower has a string signal with no issues unless you get about 2 miles from it. Then you have no coverage, I'm still finding the other 4 active sites.

All EMS & LAW Enforcement are encrypted. However when Fire & EMS have a call together or they have a Multiple Agency Call you will hear the dispatch call audio.
