I have a question, when I listen to a certain radio user it sounds the same in the input and the output. Most other repeaters I listen to will click and then shut off in about two seconds. This one just clicks and shuts off right away as if the radio were on direct but I can hear all the traffic. The input is sometimes scrachty while the output is always clear so I know they are on a repeater... any ideas?

The time a that repeater stays keyed up after the receiver squelch closes (hang time) is adjustable. It can be anywhere from zero to several seconds or transmit continuously.

Simple, some repeaters I suppose you mean Amateur have no hang time so you won't hear a squelch tail. If it uses PL or DPL and you listen with one you won't hear its squelch tail either. Since input signals come direct those not strong enough won't be full quieting like the output is on your end.
