Cumberland County just licensed a five site simulcast under WSIV915, and since 858.3625 is one of those licensed frequencies, we can logically deduce that 1.41 is in fact the Cumberland County simulcast cell. Also, to rule out a bad decode, you simply rebuild the neighbor list a few times. If it keeps coming back, then no, it's not a bad decode.

Looks like good decodes as 1.41 consistently shows as a neighbor --

There is also WSIY590

These bring the total licensed sites to 11 for Cumberland County.

Cumberland Co responds to Franklin for mutual aid a lot, so you'll see them on Franklin's system pretty often, which is what it looks like you're seeing.
