Apparently this was a leased telephone circuit issue. With the public warning nature of these transmitters (and their role in a national emergency), it's a shame that there is not more of a focus on redundancy. But you can't have redundant until you get funding... (which is a completely different matter).

With newer technology (smartphones) doing a better job at alerting, and notably cheaper, I'd rather not worry about funding redundancy for NOAA Weather Radio and instead put it into a system that is actually used by the public.
