I live in Cape Girardeau, MO (just across the river from IL) and there is a Starcom21 tower just a few miles from my location (site 342) in McClure. I am thinking about getting a new scanner here in a couple weeks or so and since this is the ONLY digital system in my area, I was wondering what would I normally hear on it besides the State Police in that area? I don't think any other local agencies are using Starcom21 in this area.
Basically, I want to know if it is work spending an extra $200+ just to listen to the IL State Police in the local area. I _think_ I understand the basic concept of the system is that any agency that is using the system can utilize it anywhere, i.e. if a Sheriff's Department from northern IL is going to pick up a prisoner in a southern IL county - they would be able to talk to their dispatch all the way down and back. And as I understand it, you could monitor that department for as long as that car was being serviced by the site you are monitoring. I this correct? If not, could you point me to a _simple_ primer on what a "rural" monitor would normally be able to monitor on Starcom21.
