Pretty certain it's a patch of East Peoria PDs UHF channel from what I've heard. Edward units are EPPD.

This is a patch from East Peoria Police F-2, their main dispatch frequency, to STARCOM21. This patch was moved from the Peoria County ETSB Harris P25ip system to STARCOM21 as part of the Peoria County ETSB move to STARCOM21. There are other legacy VHF or UHF interoperability patches owned by Peoria County that were added to STARCOM21 as part of that move.
