StarCom using unlicensed freqs????

I see many listing on the Database where the StarCom system is using freqs above 775.000000

The State's 700 MHz license ( WPTZ798) is only for 769-775.00000000. There is only one agency in the state licensed on a freq above 775, St. Clair Co ( WQDT269) on 775.99375.

Sooooo, why is the state using channels above 775 and where is the license to do so?

My understanding is that the St. Clair County APCO 25 TRS acts like a site and is connected to the Starcom system. The radios can roam between the two systems. I guess as long as Starcom is connected to St. Clair County's TRS no license is required by the State of IL.

Perhaps they are operating on the old band plan under a waiver issued during the transistion to the new band plan. I think those waivers are still valid until such time as a plan is developed to migrate existing users to the new narrowband segment.

First off - a bit of trivia: It appears that all PS 700 MHz licenses begin with "WPTZ". http://www.npstc.org/documents/091205-NPSTC DLPTV Coordination Filing 03-185.pdf (see pages 6-8)

Secondly - it appears that the RR DB does not show FCC license info for IL WPTZ licenses nor CO WPTZ licenses.

Both official FCC listings for IL and CO(and probably all of the same ilk) authorize 769.0000-775.0000 / 799.0000-805.0000 to be used. CO sites tx on frequencies thoughout 775 MHz.
