The frequencies are intra-state GSP/Sheriff's bands. If someone has a PL on it, I guess it's to prevent all the non-PL users (normally it is just cxr squelch).

How about this?

A friend of mine lent me a radio to program a couple of freqs for him, and I noticed that one channel was set as 155.680 Mhz. I thought that it should have been set as 154.680 Mhz instead. Was that a bad move? Will he miss out on something by simply listening to the GSP?

Being that 154.68 is the Base to Mobile frequency, he may miss out on the traffic there. If 154.8 is programmed in, that is the mobile to base frequency. Have to be close to hear those.
