You have no idea we have tried to tell you how things work but you will not listen.
It took Tn over 4 plus years to come online and they had part of the infrastructure already working.
The clear part of West Ky sounds good.

Bluegrass Army Depot is not closing, the Bluegrass Chemical Agent Destruction Plant operated by Bechtel Parsons has finished the project of getting rid of the leaking and outdated warheads and is the in the process of shutting down. That has no impact on the operation of BGAD.

Press release from the Army dated July 7, 2023:
"BLUE GRASS ARMY DEPOT, Ky. – The last chemical weapon stored at the Blue Grass Army Depot (BGAD) was destroyed July 7, said Dr. Candace Coyle, Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) site project manager. The munition was an M55 rocket containing GB nerve agent."
They said the state got more grants to build or buy new stuff with depot open when it closes they will not be getting grants no more to build or buy new equipment
Who is "they"? Unless you are getting information from a system manager or a system admin, I wouldn't put too much stock in what "they" are saying. Individual users or even system techs rarely see the big picture and often make assumptions based on their limited view of large projects.

If I was a betting person I would say when the contract was signed a Majority of the Bill was paid.

Owing to what you mean by "a majority", I might take the bet. I'd say this is likely to be a phased-in thing over several years.

We are straying a little off topic by getting into the Bluegrass Depot thing. That's such a small drop in a large bucket. . .

People also need to understand that the microwave links from the core to each site need to be upgraded before the site can be connected and that work is very much still under way all across the state. A quick search of the FCC applications will show you the progress for what sites have and are being upgraded.

It’s no secret that the Microwave is being upgraded as part of the new system rollout. Anyone can go to the Commonwealths public facing eMARS site, search a few key words, and find the public solicitations.

You can also just look at the MW license modifications on ULS (as referenced by @scannerboy02) and see they are switching out current equipment to new Aviat equipment at the tower sites.
