Is this still being used that is listed under Washington Mutual Aid. I have done a FCC search and all I can find is expired license or a current license to Nextel.

Yes the State Ops frequencies are being used. It probably depends on the area. State Ops are used quite frequently here in the Seattle metro area. The Ops frequencies designated for FD's are used for fire ground operations.

Each agency has to file for a license for them.

State Ops frequencies have been rebanded, which is why you see Nextel licenses on the old ones. The old ICALL, ITACs have also rebanded and been renamed 8CALL90, 8TAC91, etc.
