While doing a quick scan of the airspace across PA at ADS-B Exchange, I noticed that there are two low level aircraft that keep appearing as TIS-B hits south of Pittsburgh. I guess I am still a bit fuzzy about TIS-B. Are these going to be military aircraft whenever you see these hits or would they also be federal or local law enforcement? Since the fed aircraft (DOJ, DHS, etc) can now turn off their ADS-B transponder when working surveillance, could it be them? The one I had highlighted when I took the screen grab certainly appears to be moving like a helo, tracking the river.

The one at 1500 is probably a helicopter. Got to listen to ATC to figure it out.
The other with the overlapping icon is N293PC.

I did tune in to ATC on liveatc.net to see if I could catch anything for the suspected helo heading along the river. No dice.

Of course, the next questions is, how did you arrive at N293PC from ~2B4469?

Because there aren't two aircraft occupying the same airspace.

This isn't an escort on top of AF1.

0730- Couple of DE ANG C-130s Trek 01 (#96-1005) & Castle 50 (#84-0212) off Newcastle. Just heard them check in w/Potomac (12.65) for landing at Andrews. With Griffin CP (378.1) advising they will be ERO for onload. Griffin advises no ERO & they will have to shut down for onload.

Rgr on tape 0745 local had TREK 01 96-1005 and TREK 02 84-0212 calling Andrews CP for ERO onloads.
Like you said "Negative ERO so will shut down"
The Delaware guys don't get many Andrews upload work. Maybe more National Guard troops departing.
1030 local POLO 40 C-17 89-1191 also into Andrews will do ERO uploads.Maybe 10th Mountain Division guys from Fort Drum.
