0813- Unid acft (no call noted) working on DHS discrete (135.275). Advising unheard stn that Philly does not have SD2 and could stn switch to SD1 if their folks on the ground can hear them.

Would guess setting up for a surveillance or part of preparation for Army Navy game.

I am going to go with JNY5 (N588AT) for her outbound flight to USA and her inbound flight to UAE as....

RSD984 (RA-61727 Hex 14F11F) a A148 aircraft for her inbound and the Russian guys outbound flight back to Russia (now arriving at Makhachkala Airport in Republic of Dagestan in Russia)

on 12/6 this was the same AC that had 2 missed approaches, one from 15 and the other from 33 before they diverted to KDOV. Looks like they waited until yesterday to make it in. Weather was OVC at 600 then.
