Talk groups?

Can you program a talk group without programming control channels?
No idea what you're trying to achieve by doing this & you didn't specify what scanner/receiver, the answer varies. On the Uniden x36HPs or SDSx00s for example yes it is possible to create a system from scratch & just create a department with one talkgroup. As JT mentioned above me it won't do anything, nothing will scan. System info comes from control channels, so why?

I have a Uniden BCD996P2 AND A Pro-197

I have a Uniden BCD996P2 AND A Pro-197
Only program your talkgroups of interest. Turn off ID Search on the BCD996p2 and only the talkgroups you have programmed will be scanned. Do the same on the Pro 197 & lock out the wildcard ID so unknowns don't come through
