Someone had posted a pretty accurate listing of the Winnipeg system but I can no longer see it in the database. It is 100% encrypted phase 2,

When you check the database you have to browse by Metro Area instead of County...It is listed there...

I was able to get eyes on a Highways Dept. radio in Winnipeg. I plan on using SDR in a few weeks when I return to identify all the talkgroups. The user noted they primarily use simplex

FYI per IC, the simplex band plan for Canada is 775-776 MHz 6.25 or 12.5 or higher allotments spacing available. That being said, I found CBSA in Surrey using 771.24375 in simplex P25, contrary to what is printed

I was in the Victoria Beach area this weekend and looking at DSD logs I am thinking Victoria Beach Police is TG 42063. I also think what was once the Zone 3-East is now Zone 1, TGs 40000 to 40016 but this is just an educated guess. TG's 40003,40004 and 40005 very active in this area. The TG's in the in the 40017 to 40036 were active to with 40017 to 40023 logged along with 40027 and 40033.

The active tower was 1.7 so it may have been across the lake in Gimli, the signal was low but I was in the pines :) .

I believe Site 1.7 is the Belair site. Likewise I believe Gimli is 1.28. The sites appear to be assigned alphabetically.
1.1= Altona
1.5= Beausejour
1.15= Carman
1.36= Jessica Lake
1.38= Lac du Bonnet
etc

I have seen Victoria Beach Police using Radio ID's 101450-101452. I have not been in that area to monitor but When the radios were in Winnipeg I see them affiliate to 42065. Seems like Brandon 911 patches together several of the rural police groups. with the main patch (supergroup) being 42063. If you check the activity on 42063 you will see Morden, Winkler, Altona, Cornwallis, Ste Anne and Victoria Beach.

When the RCMP were switching from Fleetnet to PSCS, one of the RCMP dispatchers on fleetnet was broadcasting in the clear. She told all units from xxxxxx detachment, they should now be on zone "East-A 04", or "Zone West-B 12". Each of the East, West and North areas have an A and B zone it seems.

I am guessing the 40003 to 40035 talkgroups are East A01-East A16 and East B01-East B16.
40036 to 40062 are the west talkgroups
40063 to 40090 are the North talkgroups
These are only guesses based on hearing RCMP units id in the clear on the Interagency talkgroups.

It would make sense that they have a site in Belair. There are two towers on the east side of Hwy 59 in Belair. I will have a closer look and also attenuate my signal to see if I can confirm it is site 1.7 when out in that area again.

That is good information about the East A-B information. I wonder if the TG's are meant to cover smaller areas as the detachment have probably not changed? I have logs at home and will try to see what had the next most hit in the Vic Beach area, I will specifically check 42065.

I wonder if the old Z3-East would be divided in two East zones like you say East-A and East B but the psychical old Z3-East as two halves?

I notice that I have never had a hit on TG's 40001-3 either on my trip up that way or at home, so I bet the TG's do start at 40003 for whatever reason?

Regarding the RCMP TG 40000-40002, I have only ever recorded The Fire Commissioner affiliating and transmitting on 40000.-40002 as well as RCMP units). So my guess is 3 TGs for joint use (OFC/RCMP)

Hey guys I have a question...this new P25 stuff is confusing for an old man that understood FleetNet quite well...

I'm out in the Whiteshell most of the time and I lose any comm's from the Airport even though it shows I have a signal...
Does P25 not work like FleetNet and piggy back off other towers? I don't really understand P25 Standard vs One Channel - The different band plans...do I choose one ?

I'm using a BCD396XT - If anyone has a FreeScan system file made they could post or take a screenshot of your system I would really appreciate it.
I probably set it up wrong.

The users would need to be on the site you are decoding in order to hear the airport TGs.

If you use a program like DSDplus you can see which users are operating in your area even with encryption.

This won't decode Phase 2 which is what It is Manitoba PCSC has switched to in the 700 MHz band. You would need to upgrade to a BCD 436HP or consider a SDR dongle (steep learning curve) but videos all over that show you exactly what you need to do.
You don't have to worry about the minutiae with a scanner. It will figure out the demodulation in order to hear.
I doubt you can hear CWYG from Whiteshell, and I doubt they would put airport t/g's all the way to that tower as its well outside of the intended range.
First consider upgrading scanner then go from there.

If you are outside of the sites that the airport talkgroups are affiliated to, and there are no radios affiliated to the airport talkgroups on your local site you are listening to, you will not hear the airport talkgroups.

Is it Phase 2 now? The description says its only Phase 1 at the moment.
I do get the airport in the city on my scanner in the 700 MHz band but you are correct...an upgrade is required

No the system is Phase 1 only. Most of the airport talkgroups are not encrypted, a few are. All other provincial, federal, and public safety users are encrypted.

re: Manitoba Public Service new P25 system . I monitor the system with Pro96com. On the tower here at different times it will show Phase 1 and other times it shows Phase 2 . So I don't know if it is correct or not.

If it is P25 Phase II capable, it lists as that in the database.
It could be specific to the talkgroups, perhaps. In Ontario, Toronto Paramedics mix P25 1 and 2
