Analog already is interoperable.
It looks like they're off the old LTR system. The database enrty with the new system is inaccurate: Seninole Hard Rock Hotel and Casino (NXDN) Trunking System, Tampa, Florida - Scanner Frequencies but the system is very active. DSD+ shows there are 10 channels:

I've identified the 10 active frequencies and they're very busy, but need help figuring out the LCNs:
451.0625
451.83125
461.2750
461.8875
464.13125
461.49375
461.51875
463.74375
463.3625
462.03125.
The only LCN I've confirmed so far is 461.8875 is #4. Unfortunately, there's a lot of encryption, but I do hear an occasional call in the clear. Can anyone help map this out?
