tech class and 10 meter band

can anyone tell me if tech class operators can operate AM between 28.3 to 28.5 mhz?
i am aware of the CW portion of the band, but not sure if they are alowed SSB and AM in the
same bandwith.

Unless I'm either wrong or mistaken, If one is licensed as a Technician one must conform to the license specifics of using only USB on the 10m 'Novice' (now 'Tech') portion of 10m, however, I don't believe it is illegal to utilize a different mode if one's license is General or above on that same portion of the 10m band.

Correct. General class and above have phone and image privileges from 28.3 to 29.7

While it may not be illegal for a general and above operator to run AM from 28.3-29.0, the ham in question will no doubt eventually be known far and wide as an inconsiderate operator for not following the band plan at the very least. As said earlier, techs can only operate USB on phone. If he persists in using AM, he may eventually recieve a greeting from an ARRL OO (official observer). He won't miss that card in the mail (bright red)! Nothing legal, just a friendly word of advice from the OO about operating practices.
