Telescopic Antennas

I have a Watson W889 Tele-gainer telescopic antenna. I'm not really sure it's better than anything else I've been using and this might be because I really don't know how to use it.

Is there a specific way to adjust this for the best performance? I realize certain frequencies equate to certain lengths but how do I determine which sections of the antenna to adjust. Larger bottom sections or the smaller top sections and so on. It's a strange question I know but just looking for some guidance.

Program a half strong signal. Push antenna down with a pencil with the eraser on the tip. When the signal sounds better stop. Very analog type of adjustment.
