I am beginning to wonder if this is the case with all the TECC frequencies, as I only get the rare fire dispatch (COM 2).
no, the other 1960 area agencies are dispached on Analog COMM-2 and typically respond on the NXDN COMM-# channels. Occasionally 1960FG1-FG3 are used, but they are low power simplex channels so you have to be really close to hear those.

Depending on your physical location, receiving the NXDN channels can be hit or miss. We are not talking about wide area coverage repeaters. COMM-2 is a multi site simulcast, so If you are having issues hearing that, you will have issues hearing the NXDN channels.

I think Little York might still be all Analog. I have not checked them specifically.

In that case, it looks like I need to upgrade my antenna, as I can get Pct.4 Constables, Harris County Sheriff HFD, HPD and Texas DPS on P25 with the stock SDS-100 antenna.
For some reason, TECC & Cy-Fair VFD will not pick up. Haven't tried Cy-Fair VFD's P25 system yet.
I am going to upgrade my antenna (Whole other discussion here).

Once you get your programming sorted, you will be able to hear the NXDN com traffic. I monitor all the COMM #'s easily from up here in Conroe on an Icom idas portable 100%.

I am not sure what's going on, but I am only able to occasionally get COM2 and COM3 and I live right in the service area, in fact, I used to be a volunteer with CCVFD (Cypress Creek Volunteer Fire Department).

I am planning on upgrading my antenna, as there was a post here on the RR forums that the stock antenna on the SDS100 is not good at receiving VHF/UHF signals (Please correct me if I am wrong, but NXDN uses VHF/UHF frequencies upon me doing further research).

NXDN can be used as a modulation on VHF, UHF, 800 and 900 MHz (ok the low band decks can use it too). The agencies are you referring to use it on UHF. While COM 3 is NXDN 6.25, COM 2 is simulcast NFM.
