From Tulsa to Ponca City,there seems to be gaps in OKWIN

Any recommendations?

I have noticed this also, if your using GPS settings try expanding the range by 5+ miles and also remember to load the lowband freqs. I will be traveling the Cimarron today.

The Cimarron is only going to be covered by the Tulsa and Stillwater sites. Like Ray said, low band is still being used points north of there to the state line. Also, troopers are known to talk to the county they are working in.
