Correct, the FCC license. Although the FCC does have a "database" technically, right? LOLI believe he probably meant that he was looking at the FCC license, not "the database"
I get that, I have submitted changes before based on my monitoring too.The FCC info that can be searched on RRDB is extracted from the FCC's database so it shows whatever is on the license.
What is actually on the air often is not what is on the license which is why RRDB submissions have to be based on actual monitoring and not FCC license data.
It wouldn't be the first time the emission type is changed without first seeking approval from the FCC. I see those discrepancies all of the time in the FCC licence database. cant confirm as i deleted the analog out. The did some radio service checks for about 30 min and went back on p25Hmm maybe their old analog as a backup ?
