Hello,

Does the FCC assign CTCSS tones? Is there a way to look up a tone in their records?

No, they are not assigned. Licensee of a frequency may choose the PL/DPL of their choice.

A frequency coordinator may also assign/suggest tones as part of the coordination process.
I've never seen any assigned by any of the coordinators we've worked with.

Actually a Freq Coordinator will urge you to work with the other users of the frequency to a mutually beneficial use of tones
A frequency coordinator may also assign/suggest tones as part of the coordination process.

Most modern scanners that have "tone" capabilities have a tone search function to find it for you...

Agreed, I recall getting a handwritten note with one of the mailed notices that had the closest co-licensee and the PL they were using on one of them.
