As @dlwtrunked said "There is now in place a program where an aircraft can be given a bogus ICAO24 identification. That leads to it not being identified. " which is not the same as being blocked by a flight tracking services, it's still there you just don't know it is them.

I've heard that Trump jet has more gold in it than the value of the airframe. There was a documentary on YouTube surrounding this jet and the staff on it. It was pretty good
