Is there a pin 9? According to the mod information that I have found for this radio pin 9 on IC1 is clipped off by the manufacturer. If it has been exposed and attached to anything then the radio has been modded.

To anyone looking to acquire commercial radio programming software:
Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value. The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.
For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

while I was looking closely at IC 1 I noticed something hanging out. It was resistor 16 right nearby. One of the leads had popped off the board. I didn’t think it would be the answer but I checked the resistor (within 5 percent of specs), rigged it up to make contact, and IT WORKS!!!!!!
Channels are all normal, used my walkie back and forth, all good!
Switched to 38 LSB, picking up a bunch of very clear chatter!

From your original description of the problem checking the truth table at the PLL chip would be one of my first things to check. Glad to hear the radio is working!
Me neither. Just 1 missing resistor causes 66 channels low and no channel switching. Must be the most important resistor in the radio!
