TXWARN (Non-P25)

For the past two days, I have been monitoring the Clodine site for Waller County SO Dispatch (23152) and nothing. I usually have no problems monitoring this particular talkgroup with my BCT15X on the Clodine site. I am having to monitor this talkgroup on the Tomball site, but due to my location, it is a very weak signal. Any suggestions? Should I take this as Waller County maybe migrating over to the TXWARN P25 system? Thank for your input.

Waller County SO is moving to the P25 system. I heard their dispatch talkgroup on 1447 from SE of Houston yesterday.
