UHF/WFM Reception

Very new to this so please forgive me if this an ignorant question. I am trying to figure out how to monitor a source that is at 659.1 MHz. This appears to be in the middle of the TV UHF band. Most scanners out there do not have availability to scan in the 512-806 MHz range although it seems to be used widely for wireless mics and monitors. I am trying to monitor a mixed sound source that is broadcast on that frequency.

Is there are simple way to listen to this frequency?

Is there a reason/law that scanners do not cover this range?

I recently sold off a radio I'd owned for over 20 years that covers that freq with wide and narrow FM. It's called a Yaesu FRG-9600, and they can be found on Ebay in the low $200's or less.

No law, but several reasons. Among them is economics... it's not a cost effective feature any more. Another reason... digital TV. Since the sound is embedded in the data that makes up a DTV signal, there is no longer any reason to market general coverage receivers that cover that frequency range.
