Check drivers? I don't think there are any for PPS.
I wouldn't worry about a program uninstaller, if you are reinstalling, new values and files are written, no net gain or loss. As a former IT pro, I have found uninstallers and registry cleaners do more harm than good. Just use the utility that comes with Windows.
Dell puts there own software on the system, some of that could be conflicting or blocking what you want to do. You could start uninstalling anything with Dell in the name. I usually do that as soon as I get a new Dell, been buying Dell computers since the 90's.
When you get the error in PPS there will be a corresponding error, probably cryptic, especially if you are a Mac user, in the event viewer - system log. Probably the best way to find it is by time, trigger the error in PPS and note the time, then head over to event viewer. See what you can find, it will be listed as an error or warning, so don't let the other entries, there will be many, get in the way.
