Uniden Bearcat 898T

I am new to this scanning thing and would like some help. I just purchased the Uniden Bearcat 898T. I was going through the owner's manual and I cannot figure out how to properly program this thing. I can program everything under 800mhz. I am not familiar with the 800mhz thing. The county I am in is now using 800mhz radios. I put in the frequency like it says...867.8750 and all I hear is static stuff. I thought these were supposed to be digital? I am not sure what to do. My squelch will not work either. Some help would be greatly appreciated!
