St. Paul police plan to encrypt dispatches, as have Minneapolis, other agencies

Police say it’s to comply with privacy requirements; others say it takes away transparency.

A: There are not enough Encrypted capable radios within the Department to do a full switch
B: Due to Ramsey County utilizing a shared radio system, the only talkgroup that could be Encrypted as of now, would be the SALERT (SPFD Dispatch) talkgroup. As the other County Department's do not have Encrypted radios, so the shared Fire Ops talkgroups could not be Encrypted.

St. Paul talkgroups to keep and eye on. I reviewed my DSD talkgroup file last night and noticed some activity on 11559,11561,11563 which would line up for new Encrypted mains- I am also seeing a lot of activity in the St. Paul range of talkgroups- 12402-12446 that I had minimal activity recently. searching the logs I am seeing only a handful of calls but lots of "LC_GRP_V_CH_UPDT" transactions taking place.

From a Star Tribune article- Ramsey dispatch main other than St. Paul will remain clear, both data channels- St. Paul and Ramsey will go encrypted. Friday I logged a Ramsey Dispatch radio affiliation to 11527 looks like it could be the new North Data encrypted channel

My error on that- I had them on my list because of Car to Car channels moving to encryption but didn’t catch it when I went to just dispatch Mains. According to the Star Tribune sometime in 2028 on Anoka dispatch encryption.

I've noticed a number of transmissions tonight where 11558 (SPPD 1 W) and 11559 (Presumably SPPD 1WE) have been been carrying the same traffic with 11559 encrypted. I don't see a current patch at the system level, and not all of the transmissions have exhibited this behavior, but it does align with your hypothesis that the encrypted dispatch channels will be 11559,11561, and 11563.

I'm also pretty sure that 12426 is SPPD 6 (Car to Car Encrypted / Encrypted version of SPPD 4). The usage of that has been growing for the past year or so. I thought I had submitted a request for that, but I will try to confirm and actually submit this time.

12426 is SPPD Gang unit. This talkgroup is one of the SPPD talkgroups that has always been encrypted.

It seems Saint Paul PD made the switch to encrypted mains this morning at 8:00. Sorry to add another agency to the list…
