I am using a Dell r630 for my sdr 's but I had to run two rtl-sdrs to the one usb 3.0 through a hub other wise it was broken up and horrible the hub made a big difference so it might help. I have never used a RSP so I'm going to throw this out there could it be a power issue ?

USB power monitor dongle. It is like a common volt-ohm meter, but leads replaced with USB connectors male on one side and female on other. Plugged Inline with cable and devices. Check out Amazon, usually in the 10–15 dollar range last I looked, but more can be spent with added features.

Is the USB hub a POWERED USB hub? That may be the reason as to why you can only use one SDR dongle at a time. It's probably a power thing more than a bandwidth issue.

This is a powered hub that should include a UL listed power adapter. Which is what I personally look for when buying electronics for safety reasons. A lot of these companies don't UL list anything let alone indicate if their product is UL listed. To me they should list that on the product page which would not only be great for marketing, but to help inform the customer. A lot of people actully want to know if this or that product is UL listed. ETL I could care less. Then again, that might be because I'm a "fat American..." LOL

I also have my doubts many of these companies are even ISO 9001 either! (Although Wikipedia indicates China is #1.) But Amazon and the baled headed "dude" are making the bucks on cheap crap I tell you.

Here are several USB power meters. YMMV on actual accuracy... Plug the meter into the computer and the USB hub into the other side of the meter and measure your Amp draw from your SDR's. If it's hitting 500+ mA (half an Amp) you're pulling too much juice and need a powered USB hub.

Your problem is almost certainly your use of a USB 2.0 hub. Get a USB 3.0 hub and try again. FWIW, I don’t use a powered one in my setup and have it completely maxed out with SDR devices.
My computer has one USB port and I have a mouse connected to the hub and the sdr could I plug I a powered hub for sdrs nto to a 3.0 hub

The spec sheet I am looking at for the Samsung NP950QDB shows two USB type c ports and 1 Thunderbolt 4.

Have you tried running the SDRs off separate ports, including the Thunderbolt port? If the max SDR devices you want to use is the two you are currently using, you should be able to make it work with some trial and error. It helps if you have an application that will provide the USB mapping details. I had to do that on my Linux machines. I don’t know what the Windows equivalents are.
