You have an FL attached above.. Try it before you buy it.. It all depends on your interest in the matter and whether tying up your scanner/s with the herculean task will be satisfying to you.

Many non-LE agencies are not encrypted. Your agency listening preferences will determine your level of satisfaction.

The Valley Forge Park Rangers have been using encryption for quite a few months; the past week they have been in the clear on 169.5500 NAC 4CE P25. The FBI have been using a mix of enc/clr comms; DEA mostly in the clear; surv a/c in the clear.

Until a user actiualy confirms there is ENC in use in there monitoring area, I wish folks would cease with the
"Doubtful you'll get much as most if not all fed activity these days is encrypted" off-base comments

As has been said before, and will continue to be said - YMMV [Your mileage may vary] but these blanket statements need to end.

Best way is to set up various banks to search [don't bite off too much at once] as scanning a wide-swath of spectrum
does take some time and you may actually miss a quick/short transmission.

Set up your search as
138-144
148-150.8
162-174 [lock out the NWS channels]
380-400
400-420

Look for Analog [plenty still in use] as well as P25 and if you have it, DMR [USPS, VA, some EPA]

how would i go about setting this up to monitor for activities

I have a list of a couple of dozen Federal frequencies in and around Buffalo NY area and keep them in my scanners because from time to time I hear traffic on all of them that are not encrypted. You never know when they will talk in the clear, Yes some are ENCRYPTED all the time and others are not. Do a search in the 162, 174 band and save all the federal frequencies you find and put them into a favorites list and scan them I bet from time to time there will be un-encrypted audio you can listen too.

This is a good example of why it is beneficial to have a single scanner set on fed frequencies and just leave it be. I have a couple of scanners set aside for fed monitoring, one for USPS Postal Inspectors. Always on, the freqs are hardly ever active, but one day last year the USPS channels came alive and I listened to a raid planned and executed, all in the clear, as they swooped in on a guy who had marijuana shipped to him from out of state. It pays to be patient :)

If you go into Select Lists To Monitor and set Full Database to On and go to Service Types and set Federal to On, and put your zip code in zip services, you should get something.

The way I found my frequencies is to go onto the RR site and download all the federal frequencies you can find also go onto the web and do the same thing, in the end I ended up with several hundred federal frequencies, then I used a online dupe finder and ran all the frequencies through it and it took out the duplicate frequencies, I was left with a few hundred frequencies and I put them into a favorites list. Now you may say that this is over kill but if you want to find any frequencies that are active in your area then this is the way to do it. As you scan the favorites list whenever it stops on any frequencies with digital noise or audio put them into a list of active frequencies you are receiving. This way you don't end up scanning frequencies someone gave you and they may not be active in your area, I set this list to scan for days and sooner or later you will find the federal frequencies that are active. as you find the active frequencies then just delete them from the list your searching and keep scanning the frequencies over and over, I let it scan when I'm sleeping and find active frequencies when I'm sleeping also. just because someone is picking up federal frequencies in there area does not mean they will be active in your area, If you do it the way I do you are going to end up with a list of federal frequencies that you know are active in your area. My method is to set up searches of about a whole MHz each. I then leave a scanner on that search only for about a month, depending on the time of the year. I use my scanner logging software to keep track of the hits. Then I put those frequency hits into a different bank on the scanner to see what I might hear. I don't have audio recording enabled with the software as I don't want to put more money into computer "stuff."

Frequencies in the RR database have been field verified by other members. You aren't going to find something new and unknown using the DB as a source. In my neck of the woods there are very few active resident RR members, so I know that any searching I do is likely some of the only searching that has ever been done on a long term basis. I've lived in the same county for over 39 years.
