I'm looking to talk to someone in the Walworth county Wisconsin area who is
successfully monitoring the Walworth county P25 system using a TRX-2 scanner..
I have tried every suggestion with no luck.
I would be interested in talking to you about your scanner settings and set up.

You won't be able to hear the Law channels, just the Fire/EMS stuff. The TRX-2 scanner is inherently bad with simulcasted systems.

You need a scanner that can handle all forms of P25 simulcast. Can the Whistlers do that?

Unfortunately you are not going to be able to monitor a simulcast system reliably with any scanner that's not a Uniden SDS-100/200 or a Unication G4 or G5 pager. There may be pockets of the county where you are close enough to one tower that you might be able to decode ~75% or so but even that is spotty. You could also try a highly directional yagi antenna aimed toward your nearest tower. I tried for years to get my TRX-1 to decode DaneCom and concluded there just isn't a practical way to do so, your standard scanner simply can't handle it.
