I'm not sure if this is the correct area to post this question but, does anyone know where I might be able to find information on when NOAA weather balloons are launched here in the USA? I have looked at the NOAA site but no luck. I'm interested in decoding the telemetry from the balloon.

Radiosondes may operate at a radio frequency of 403 MHz or 1680 MHz.

If you can attend one of the Ft Worth NWS SkyWarn advanced classes, they spend a good deal of the session on the weather balloon telemetry data. This link has their 2015 schedule (all have been held, but often they're held around the same time each year) - NWS - and the link will probably be updated once the new schedule has been finalized for next year.
