Anything they do will be quite challenging with the terrain. There's little to no coverage up the entire 23 corridor from Kinnelon through WM. It's nearly impossible to communicate with the Atlantic ALS/BLS units, even on their mobiles.

With the exception of 2 dead spots, coverage isn't actually that bad going up 23. Plus the addition of 3 sites should really patch that up nicely.
