west texas interoperability plan

i have seen other people talking a bout this plan . the frequencys where in the 700mhz . what kind of radio can we use to hear these ?why are thay going to this band so we can not hear them? i would like to know what radios are there that will work 15omhz to 3.0ghz with no cut out in the middle?

As far as I know, everything on the 700 MHz band will be digital and
there are not yet any digital/trunk tracking scanners that cover 700 MHz.
Any current or older scanners like the PRO-2006, AOR and others that
cover all or part of the 700 MHz band will be useless because they aren't
digital.
