Nope, not used anywhere in New England that I've ever monitored. HBD was at one point a medical abbreviation for Has Been Drinking, but I haven't seen it in more than 20 years.

Houston Police Dept, Honalulu Police Dept, Havlock Police Dept,
Hakansak Police Dept, etc, etc

We always said 10-56 or drunk.

Most agencies around here say "DK." The state patrol usually says "five-six," short for 10-56. They seem to drop the "ten" off of alot of their 10-codes.

Around here 10-55 the term for an intoxicated person or driver. It was funny one night to hear an officer describe an individual as being "beyond" 10-55!

In NC, 10-55 is a drunk Driver and 10-56 is a drunk non-driver.
