Then "mere possession" of a radio, without said "license" or "permission" is in violation of the law.

In any respect, with any interpretation of laws you want to come up with, they are not, by any means, scanner-friendly. And while we can say that local police don't "enforce" those laws, or turn a blind eye to a radio in a car, it DOES give some other cop "probable cause" to investigate further, including detaining an individual.

An audio feed from Broadcastify does not constitute probable cause to stop a vehicle.

If you get stopped for some other reason, and an officer hears police calls via Broadcastify on you phone, all you have to do is show it's a phone and not a scanner and any thought of probable cause just went down the drain.

No state, county or local law can prohibit you from listening to a "broadcast" radio signal from the internet. They can prohibit certain equipment installations (radar detector, police scanner, etc.) but not the listening to that equipment. The listening is 100% FCC jurisdiction.
