    Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value.     The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.

    For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

What happened to low band VHF for licensed business use?

It seems most of the systems sold today that still use radio technology instead of POC or sat technology are only high VHF and UHF. I know icom still sells a HF transceiver but it appears that companies such as Motorola had sold low band VHF equipment for business use at one time. While there are better options for businesses than low VHF who still sells that type of equipment? Is it possible to still obtain a license for these frequencies?

Since the rebanding mandate, I have not seen any new licences issued for commercial radio.
Licences for public safety and forestry service are however.
I need to look into that span 28-30 Mhz, used to be some commercial stuff there.

Kenwood had a low band mobile and portable offering up until about 2 years ago. They End Of Life'd that.
When California Highway Patrol needed new mobiles, they rolled out the NX-5600H mobile. 100 watts of low band goodness.
But it's an expensive beast, and it not available as a dash mount radio, only remote head. Not a good solution for non-public safety use.

There are companies overseas that make low band gear.
But for the most part, that market has dried up in the US with the exception of some public safety agencies. POC is much more user friendly and affordable for commercial LMR needs.

Most of it is the 10m ham band (47 CFR 97.301(b)) at 28.0–29.7.

There are five 20 kHz business channels (47 CFR 90.35(b)(3)): 29.71, 29.73, 29.75, 29.77, 29.79.

The allocation table (47 CFR 2.106) shows that 29.80–30.00 is governed by part 90, with note US340 restricting use to maritime and aeronautical mobile services. 29.80–29.89 and 29.91–30.00 are for fixed station use and 29.89–29.91 is for general use, but I don't see assignment to specific services.
