Just going out on a limb here and saying probably because to be grant compliant, you can't use NXDN. Analog or P25 is what is required for nearly all grants for radio equipment. P25 is the APCO standard. NXDN gained popularity in Kentucky a decade or so ago because of a few Kenwood dealers pushing it extremely hard due to it being digital and it's built in "encryption" (reality is that it is just 15 bit digital scrambling), however it put these counties on an island for interoperability. So they were NXDN and switched to P25? Why would they do that, with NXDN being a newer technology/format?
And are you guys saying that even fire and EMS is now encrypted?
