Depending on your location, and based on the frequency, it's apparently an emission type used by ham radio operators. Perhaps something along the lines of a slow-scan TV signal. A job for Sherlock Holmes.

Just because they are NOT on, doesn't mean they are not the suspect. Any device plugged in is always suspect

It's got a nice little rhythm going there. No idea what that is. To paraphrase C3PO, "I am fluent in over 6 mil. . . uhh, six form of communication and this is not one of them. Could be an imperial code."
Here's a list of sounds but you kind of have to go through them all.
Sounds like it could be some very slow PSK (Phase Shift Keying).

Sounds like it could be electronic test equipment. Possibly an audio sweep generator for checking the frequency response of a radio system.
