What license code? For the Radioreference site? It's showing you are a premium subscriber, you aren't issued a "code" just user ID and password that you have since you were able to post.

You still have to buy SCANNER SOFTWARE to program your scanner and you have to be a Premium Subscriber (WHICH YOU ARE) to download from Radio Reference.
