Which state is Alton in and what which agencies would you like to monitor? I would like to check if the 1040 is capable of monitoring what you want.

Illinois, Madison county. Seebee is kind of SOL in her county. Madison is not on the statewide system which is mostly Phase II.
Alot of NXDN and DMR. So her scanner choice won't work with those digital modes.
She can monitor some frequencies in her town. But, very limited.

FYI I understand the OP is up and running per swipesy anyway I'm told.

Incorrect, look under MODE at the link, any D is phase I, a T is Phase II. 3,247 are D and 543 are T, of those 1,011 are encrypted De, DE, Te ,TE.
I downloaded the talkgroups and used Excel.

Also look about 3/4 down you'll see Madison is heavily on it and in MODE D or DE (not T). I've driven through the county many times as well with a phase I 396XT.

Issues will be the simulcast, some encryption and yes the DMR, NXDN.

Definitely most people will get these whistlers based on prices vs. Unidens then find the shortcomings later, digital modes, phase II, simulcast, limited main memory. Seen it personally so much so here when people ask me after they get 'em.

The Orioles are singing now. The baseball lockout has been settled and the Orioles are back on the field. Good news that the scanner is working!

Rondalski, I have provided the OP step by step instructions on how to proceed with PSREdit. Also provided them a PSREdit Template that deals with proper settings.

Whistler has a step by step guide for PSREDit500 and Win500 on the scanner manual page of their website. Takes you through the download process as well as importing and uploading to the scanner. https://whistlergroup.com/pages/user-guides

these guides are at the bottom of the page.

I like PSREdit. The zip file and the .exe file install the same program. If your PC virus checker allows you to download the.exe it is a faster install. With the Zip file you download, then unzip the files and then click on install file where as with the .exe it is one click. The author of PSREdit is a great guy and very responsive to his users.

Is there a review comparing PSREdit and ARC500? I used PSREdit to grab the frequencies I needed and exported them to my WS1040. But I think I just got lucky that I was successful, I really do not have a complete grasp of what happened. Is one program easier for first time users?

I currently use both PSREdit and Win500 and in the past have used ARC500. The User Interface of all 3 are different and they all accomplish the end result of being able to program successfully your radio. I program my PSR 500 with PSREdit and monitor the activity with WIN500. I cannot say one of the 3 is easier for 1st time users. It all depends on the individual user's proficiency in computer technology. Since each has a 30 day fully active trial period, try all 3 and see which one YOU feel comfortable with. No matter which one you chose ultimately to program your scanner will work and you can download whatever you programmed into your scanner with any of the 3 can be downloaded to the final pick software.

SeeBee's 1040 is singing like a bird (not a Baltimore Oriole) and no issues so far other than a software learning curve.
It never did allow me to hear the local police/EMS channels. They flashed briefly but that was all. It was useless to me so I called Walmart where I had ordered it and they took it back and refunded me the whole amount that I spent, including sales tax.

Seebee you made the right decision in returning the WS1040. Your issue was not the software or programming but was trying to use a 15 year old technology radio on a new P25 Simulcast radio system. As we discussed on PM you need to ask on the Illinois RR forum if anyone in your area is using a Uniden SDS100 or SDS200 on the systems Alton is using and what their experience has been.
