We have an Air Force Base in our town and I'm curious as to why not everyone is encrypted. At one point, just security and MP was but now all of it is (it's been that way for a few months now). Why isn't it all locked down and completely open in some areas? Who makes that decision?

Some of my friends say yes, and some say no. I always agree with my friends.
The base commander would be responsible for the decision, but might delegate the authority to wing or squadron commanders.
