Why no 856.7375?

Doing some programing tonight and I noticed on the database that 856.7375 is skipped on the Tulsa MOT system. ".7375" is sequentially included in 857., 858., 859., and 860., but skipped in 856.. Is this an error in the database or did they just skip that number. If the later is correct, anyone know why?
