Amherst (Fire Control) dispatches:

Dispatch is on 424.125 (ch1).
Channels 2-6 are tac/fireground.
Some individual depts. have their own ch (as shown in the database) which are 'non-repeated' and only (rarely) used for firehall functions and whatnot.
Erie County, Countywide Fire Ch 460.400 (countywide) is used for interoperability and operations mutual aid during larger scale events.
'Buffalo Fire' (BFD) is only for the City of Buffalo Fire Department.
Departments are individually dispatched using two-tone paging. If you are fortunate enough to have equipment that can decipher, there is a list of the tones somewhere here though it is quite old.
To help give you a little more basic insight as to how things normally work in this area:
All the departments really support each other. Train extensively and have really good mutual aid plans in place.
Automatic mutual aid is sent for all Airport alerts, commercial fires, working house fires, etc...
Many of the various departments in the area also have their own specialized teams and equipment, ATV's, water rescue, dive team, technical rescue, etc...
Brighton (Dispatched by Town of Tonawanda) and Clarence both have Hazmat teams that can respond to such incidents in the Northtowns.
The City (paid) rarely requests mutual aid from surrounding (volunteer) Departments. Surrounding dept's rarely request Buffalo fire unless it's for more specialized equipment (extra foam) etc...
Erie County also has their own specialty teams and resources available to any department/agency made up of people across various fields, fire, medical, police, etc... From investigators, chaplin's, radio techs/repair, rehab, hazmat/WMD, command, additional snow equipment and extra resources / supplies that wouldn't made sense for every department to stock and/or staff.
Do not take all this as fact or all inclusive, simply trying give you a little more insight as to what you may want to program into your radio and monitor. WNY can be confusing to an outsider... I do like how things are handled now vs everything at a county level. The dispatchers know the area(s), know the plans, know who they are talking to on the radio and know what to expect.
