Wilmington Fire & PD

Just looking to see if I missed something. I've recently started working in center city and in my line of work it would be an enhancement to be able to monitor Wilmington Fire and PD. I'm using a 796D and programmed it using Proscan and the RR database Control Channels only. State and County are working just fine Wilmington however is not. In fact I'm getting nothing from them. State and County are in banks 1-3 and used the New Castle site data. Wilmington is in bank 4 and I used the site 4 data. The Wilmington TGs I'm monitoring are occupying list 1 & 2. When I isolated bank 4 it does'nt even appear to be working through the lists. The bandplan I'm using is the one RR provided. What might I be missing?

Hello,
Have you tried listening in a different part of the city with success? What if you program site 4 frequencies as conventional channels in another bank? Can you hear the conversations? Did you try a smaller or no antenna? Attenuator?
