Wilmington on S01

Does wilmington (Site 04) affiliate with NCC(Site 1)? I saw that the WPD and WFD dispatch is on both the Wilmington IR and the NCC Repeaters. Are they always up? Also is WPD TAC C completely encrypted? Thanks.

WPD can be patched in but it is not always on. I made a seperate bank for wilmington on my scanner as it will only work inside the city limits unless the patch is turned on to allow it to connect to the NCC repeaters. It is not always on same for fire department. As for their TAC I have no idea.

Wilmington PD Tac B is fulltime encrypted. All other TAC channels are user selectable.
