I've noticed when it is windy I get a buzzing, sizzling noise in the transmissions I recieve. Is there any way to minimize this? It gets so bad sometimes that it drowns out weaker signals.

I use a "rubber ducky" indoor antenna, because my parents won't let me put in an outdoor one.

Could be static on the repeaters antenna.

Fiberglass antennas are famous for this problem.

I notice that it's also on the air bands, too. It's a "BZZZZ-EEEERREE-BZZZZ" sound that increases when the wind picks up. It's definitely EMF, but it doesn't seem to affect the 800 Mhz range or even UHF. Is there anything I can get or make that would at least reduce this?

AM (aircraft) is MUCH more susceptible than FM.

Lower frequencies are more susceptible than higher frequencies.

You have to fix it at the source.

I too experience an increase in the noise floor on low band. I haven't considered that the wind is causing the problem, as there are lots of things that can affect low band. I usually just activate the ATT on channels I want to hear or lock out those I can live without until the noise floor goes back down (which for me seems to match sunset).
