Windham/Windsor County Sheriff?

Hi Guys, Wondering about the Windsor and Windham County Sheriff frequencies. I'm frequently in the Grafton/Chester area and in all the time I've been coming up here I have yet to hear any activity on either county's sheriff channels. I have them programmed in my SDS100 exactly as they are in the database yet I receive nothing. I pick up the state police and SW New Hampshire fire channels just fine as well was Sullivan and Cheshire Counties in NH loud and clear as well. Any ideas? Do they just not use their radios? TIA...

Just an update every 20 minutes or so I hear what sounds like Morse code on the Windham frequencies but nothing else. Even with it locked on those channels with decode set to auto I see no activity. I’ve never heard anything on the statewide P25 channel either. Is that encrypted by chance?

Windham County Sheriff 460.450 NAC 380 as of last August. I had heard nothing on their VHF frequencies or 460.450 in analog mode.
