If my WS 1040 is not phase 2 capable then why does the manual say it is phase 2 ?

These trunking scanners trunktrack the following types of systems:

I don't see anywhere in that list that it shows Phase 2.

Motorola Type II and Project 25 Phase II are two different animals. With that said, the WS1040 can track FDMA (mode "D") talkgroups on a given P25 Phase-II capable system, your county for example uses FDMA talkgroups on a Phase-II system. TDMA (mode "T") talkgroups on the other hand cannot be tracked by a WS1040

If the database is correct, all of the talkgroups on the KSICS statewide trunked system are P25 Phase 1 even though the system is phase 2 capable. You will not be able to monitor any talkgroups with a Mode of DE. They are fully encrypted. All Mode D talkgroups are clear to receive. If you are having problems with missed transmissions and garbled audio, that is most likely due to simulcast distortion. The Leavenworth County site is simulcast. The SDS100/200 scanners and Unication G4/G5 pagers are the only radios designed to receive simulcast sites, other than commercial 2-way radios.
