Nothing new here. XSD CMD21 (no R) is the renamed North County Fire Protection Dist. "Brown R" channel.

Some agencies currently add the "R" at the end to indicate to the user that this is a repeater and they need to also select the proper transmit tone / site. It isn't necessarily the adopted "name" of the channel.

In San Diego County, Command channels are repeated and tactical channels are simplex.
